Ridiculous screen artifacts

I've recently sent in a faulty graphics card and just received the replacement the other day. The card is a Radeon HD 7870 GDDR5 2GB OC Edition. My last card had a bad fan and caused my PC to not even boot up past the Windows logo.

Like I said, I just received the replacement yesterday. I hooked it up, booted up the computer and everything seemed to be working great. That is, until something tried to update. Right as the update began, the screen began tearing between the flickering of a black screen and the normal screen. Later on, the screen tearing got so bad that it froze at a black screen and then went to the BSoD.

Earlier today I attempted to re-install all of my drivers just in case it was something else, but nothing changed. The screen tearing isn't as horrible at first, but once I try to do something like watch a YouTube video or refresh a page, the screen tearing is pretty apparent.

This happens everywhere - desktop, internet browser, games. The company DID send me a "factory refurbished" card, could it still have issues?
