Slow Comcast Cable Speed

My Comcast Cable speed has gotten completely out of hand, and it's annoying as hell to be frank. I know for a fact that I am not getting the speed I should be out of this service, and I cannot even stream a single YouTube video, not in HD, without it freezing every two seconds to buffer (that's not an exaggeration). Here are the results of a resent speed test I performed using speedtest.net:
Ping: 2023 ms
Download Speed: 0.91 Mbps
Upload Speed: 1.11 Mbps
This is absurdly low, and I was wondering if anyone here might know any reason for this lack of internet service? I am going to check for updates for my modem, and simple stuff like that, but otherwise I don't have much of an idea what might be wrong. Of course I will consider calling Comcast, but their customer service is an absolute bitch to get through so I am saving that option for last.

Well, thank you anyone who is reading this and might have a solution to my issue, and I apologize for my use of curse words throughout this thread, I am simply angry at Comcast.

Do you own your cable modem or lease it from Comcast? A few months back, I had to upgrade my cable modem to be compliant with new Comcast specs (I think DOCSIS 3.0 compliant).

Have you tried a simple reset?

If the reset doesn't work, try powering down your system(s) and then unplugging the modem for one minute. After a minute, plug the cable modem back into power, let it boot up completely, and then power on your system(s). If neither of those solutions work, then it's time to contact customer service.

All I know is that Comcast, in my area (St. Paul, MN), stated I needed to replace my old cable modem before such and such date as my old modem would no longer work. Can't really complain though. Bought the thing from a Radio Shack Clearance rack for $10 and it worked for the next 8 years.
