I'm currently running a Radeon HD 6850, and I'm planning to upgrade to r9 270x. My question is that is it worth it?? or should I get a higher GPU to notice the improvements.

Also, does AMD 955 Phenom alright with this GPU?

Not a major improvement. And yes, the Phenom is a good match for the 270x.

You will get a noticeable bump in performance where it will be worth it. If it is in your budget to go higher you can bump it up to the next level of cards, but you should overclock you CPU so it can keep up if you go that route.

The 270x is definitely a better card than the HD 6850. It may even get 3 times better fps, *with the right CPU*. The problem here is the CPU, which will hold back the 270x. Agreed, overclocking the CPU would help.

Alright thanks for your input guys!

While we're at it, what's a good budget or even high end CPU that I can consider buying along with the 270X? ( AM3+ )

Well the fx 8320 is around $150 and can be overclocked extremely well. All depends what you consider a budget cpu. Honestly though, if you upgrade you might as well go with a 8320 minimum to even make it worth it.
