Recommend a CPU cooler?

Solution
Phantek beats noctua. But not the linked model.

I wouldn't buy that Phantek. Why?

"One third of the cooler’s convex base did not touch the CPU heat-spreader, which explains the low efficiency of the Phanteks PH-TC14CS."

But the other Phanteks for sure.

I run a fx-8350 and a noctua with 1 fan, it's great too. Can't hear fan, keeps CPU cool.
