Dell Demension 2400 Series/Intel Pentium 4 Processor: Booting problem "strike F1 retry boot, F2 for setup utility" it repeats

I have a Dell Demension 2400 Series with an Intel Pentium 4 Processor: 1.60 GHz Level 2 Cache: 512KB Integrated desktop and I have been attempting to fix my boot problem. When I turn on the PC the Dell page appears then after loading goes straight to a black screen with the message "strike F1 to retry boot, F2 for setup utility". When I hit F1 it just repeats the same message and when I go into the BIos screen and save and exit it recycles to the same message. I tried F8 and it provides the system info : Phoenix ROM BIOS PLUS Version 1.10 A05

WHen this problem first started the message told me "Driver 0 not found, Driver 1 not found" but, after messing with the Bios setup I haven't received that message again. The computer was working fine previously and there has been a power outage recently but not sure if the computer was on during that time or if it started having the problem after. I was told that I may need to reinstall the WIndows XP but I do not have a reinstall CD for windows xp nor do I remember the product key number for the program as I have had this computer for awhile. I have already checked the connections as I wished that was the issue but still having the same problems with the boot. I need a solution, please help asap. step by step instructions is good for me. Thanks
