BACKSTORY:
This is my father in law's desktop, so I don't know all the details, just that it's about 7 year old hp with Windows XP
About 2 months ago, he got a few bsod's (think they said something about memory dump) then the power supply went out. Ordered a new one from NewEgg, that seemed to fix it.

He had an issue with DVD burning, not sure what that was. I think his burner's going. Not real pertinent, but thought I'd mention it.

NOW:
Had a power outage, when he got home, the computer wouldn't turn on. No lights, beeps, anything. Checked the power cud, tried flipping the switch on the psu, still nothing.

With the psu only being about 2 months old, I don't think that's the issue. Is there a quick easy way to test which it would be? He's thinking he's going to buy something from Wal-Mart, call it good. I'm hoping to save him a few bucks and just fix the old one.

Hi - After seeing you purch a Raidmax PSU, I agree with Seladon above that the PSU is most likely the culprit.
Raidmax are among the worst PSU's out there, tier 5 (the worst) on the Eggxpert PSU list.

Tier 5 - Other than the units listed above for any of these brands, NOT RECOMMENDED. Replace ASAP if you have one.

The paper clip test will tell you if there's power, but it won't tell you if you have enough power. Seeing as it is a Raidmax, that's most like the issue.
