Changed heatsink, GPU runs slow

I bought a quieter heatsink and just switched them out. I turn on my system to check to see if it spins and then I realize my GPU fan is too quiet and saw that the fan is spinning terribly slow. And it won't show any picture on my monitors. I don't think my GPU died out of no where. But I don't know what happened. My CPU was fine so that wasn't the problem.
Please help.

system info? cooler info ? if the cooler not fit correctly u get no display. or reinsert gpu . then check all cables are connected correctly.

Did you install a cpu or gpu heatsink? and do you still get a display or are you just worried about the fan speeds.

I don't get a display at all. I really don't know what happened. Mobo is a Asrock extreme3. New heatsink is a cooler master hyper tk3. I forgot the gpu off the top of my head.
