What CPU do you currently have? i5 3570?
That motherboard works with any i3/i5/i7 Ivy Bridge CPU
The performance difference between PCIe 2.0 and 3.0 is minimal, you won't even notice, and it is backwards compatible

And how much do you have to spend?

You could upgrade CPU and GPU and keep using that mobo and then upgrade
