Open wireless intranet

I want to create an open wireless intranet where anyone near enough with a smartphone/tablet can access a web page on the server which is not connected to the internet. I don't want them to have to put in passwords or any authentication.

Any ideas which way to go please?
 
You will probably go straight to jail. Most places don't allow it and if you do set it up you can be held liable for what others do on your connection at least until they find it wasn't a PC you owned or were using. Enjoy that fight in court!

I don't think he's headed for jail. He's not wanting to provide a connection to the Internet, but to an Intranet. Maybe for a restaurant or other store, it might be intended to let nearby customers see a menu, know when their orders are ready, or some such. I would think that Microsoft's IIS might even manage this. I believe an application like OneNote can also be used, but I'm not sure what the smartphones or tablets would need to access it.
