Ugrading my Compaq Presario Media Center SR2011WM Desktop PC MOBO

I wanted to upgrade my MOBO to have at least 8GB and some 3.0 ports using the same case. Is it cheaper for me to get another case, MOBO, ram etc and switch out some components from the older pc? I also differently wanted a quad core processor. My budget is about $300.

The problems you're going to run into are:

1) Your operating system is not transferable. You will need to purchase a new license (~$90)
2) It's difficult finding new motherboards that still support old IDE devices such as hard drives and optical drives. If either of your current drives are the old IDE format, you won't be able to use them in your new system.
3) The front Power/Reset/HDD Activity cable connection node will not match your new motherboard. You'll need to do some tinkering with that or purchase a new case.

$300 simply isn't enough to make all the upgrades you want (and still using new components). Up your budget as much as you can and then just purchase a new system as there's really nothing to salvage from your current system.

I have a sata hard drive. Would I need to get a 32bit or 64bit windows 7 or 8?

You could get any of the above, but I'd recommend a 64-bit OS. Windows 7 or 8 is up to you.

I have a question for problem number three that you have up top?
If the power/Reset/HDD cables fits what seems like a standard micro atx mobo wouldn't it fit another standard micro atx mobo? Im not sure but have the power/reset/HDD standard changed?

To my knowledge, there is no standard configuration. I just know that when I tried an upgrade like this in an old Dell system, I had to pull each wire from the connection bundle, insulate each wire, and manually connect each to the appropriate terminal on the motherboard.
