low fps should i upgrade my cpu or gpu?

i mainly play league of legends and i usually have around 115-140 fps in game. but recently it will start out at 120 fps then when the game actually starts it will start jumping from 120-80-70-60-90-100-70 fps constantly. i was going to upgrade my gpu or cpu but how do i know which one is causing it? ill post my specs, let me know if i need to put up anything else.

os - windows 7

cpu - AMD Phenom II x4 830, 2800 mhz

gpu - AMD Radeon HD 6670

main monitor - acer 19" 1600x900 resolution

second monitor - hp 17" 1280x1040 resolution

main HD - 1tb samsung 1320.17 Gigabytes Usable HD Capacity/50.08 Gigabytes HD Free Space

second HD - WDC 320GB

memory - 2x corsair vengeance 4gb ddr3/8192 Megabytes Usable Installed Memory

cpu temp - 25C

gpu temp - 34C

HD 1 temp - 24c

HD 2 temp - 30c

cpu usage when in game - 40%

not really sure if i need to add anything else if so let me know.

Upgrade the GPU. The CPU is only at 40% load so you've got a lot of room there. R9 270x or the GTX 760/660 are good choices.
