This is know as artifacts that means a few things could be wrong one the card is over heating you said you cleaned it out 2 your card id dying and 3 is your power supply up to snuff to make the card run right if its under power it can always cause this my guess would be get a new card that will work with your system because your card is slowly dying.

Your drivers may have been corrupted, or your card might be dying.
Does it happen all the time? Or is it after gaming for a while?
If its after gaming for a while it might be overheating and you'll need to dust it.
Did you change anything in your configuration recently?

It will slowly get worse as I game yes, I just opened the case, used a few q tips and then blew into the whole area because there is a lot of dust.. ALOT. And no I didn't change any settings, but after I finished "cleaning" I started it up and loaded minecraft to test it and now it's worse. Instead of just being on the sides and corners of textures it's on all of it

Check all your connections while you're in there. If it doesn't get any better it sounds like the card is dying. You might try reinstalling drivers but I doubt it will help. When I've had cards die on me in the past it was always artifacts like you're describing.
