Screen Tearing on XP HP Laptop

So I recently revived an old HP laptop I had back in 2008 that runs on XP to use just for viewing Youtube and other web video streaming services. And I noticed something I've never experienced before, screen tearing. It mostly happens on Youtube and other services that runs on Silverlight. It doesn't happen though when I use VLC and other lesser video streaming sites like dailymotion.

I tested my Windows 7 desktop and laptop but the problem doesn't exist there. I updated the graphics driver to the latest possible (intel graphics) and it still persists. Tried all the tricks I know and found like disabling/enabling hardware acceleration but to no luck. Btw I'm using the latest Firefox (26.0) with the latest Flash update (12.0). Couldn't use Chrome because for some reason it's buggy and won't open some sites.

What possible tweaks I could do to at least minimize the tearing? Would updating to 7 be advisable? Thanks!

The problem mostly happens on Flash and Silverlight. But I do notice some tearing when something moves fast on my screen. I did some test on http://testufo.com and found some tearing there especially with the Stuttering and Tearing test where my frame rate dropped to 44 instead of 60. Could this be a limitation of XP with it's GDI/GDI+ rendering?
