Computer performing horribly on all games

My computer has been performing terribly for the past 2 weeks. This came out of nowhere. Since then, I can barely run any games on 60+ FPS anymore. I only get about 10-35 FPS now, when on most games I used to get about 60-120 FPS. I have literally done everything I can think of except for physically cleaning out my computer. For example, I have no temperature problems, all my computer drivers have been updated, My CPU and GPU aren't being down-clocked or throttled, I don't have any viruses, i have scanned and cleaned my Hard Drive about 6 times now, I disabled all unneeded programs, and I just don't know what to do anymore. Can someone PLEASE help me? I have barely been able to play any of my games since this began.
Note: Before this problem began, I left my computer off for about 3-4 days because at the time I was sick and too tired too play any games. Could leaving it off for so long be source of the problem?

CPU: Intel Core i5 3210 @ 3GHz
GPU: GeForce GTX 650
RAM: 6 GB
HDD: 450 GB
Resolution: 1600x 900

You can leave a computer turned off for months without causing problems.

Cleaning dust out of your computer is always a good idea.
If you use a vacuum cleaner or compressed air (air in a can, never use an air compressor), ensure the computer is off and block any fans from spinning as the moving air hits them.
Check that cable connections are OK and that all fans are running.

How have you checked temperatures?
What CPU utilization do you see in task manager?
Do all cores appear to be running?

I recently checked my Temps using the CPUID Hardware moniter. With multiple programs running, my CPU usage stays within about 30-50%. And yes, all cores are running.

Have you checked GPU temperatures?
Have you opened the case to see if fans are running (case, CPU, GPU, power supply), checked connections (particularly the PCI-E power to the graphics card) or checked for any other visible problems?

I have checked my GPU Temps and they seem just fine. And I opened my case a few hours ago and every fan is running just fine. PCI-E and all other connections have no problems. :/
