Do computers use electricity even if they're shutted down, but connected to the electricity?

As I said above, in general, if the fan on the power supply is not running then it is not using electricity.

There are different ways to "turn it off" also. If you are saying that your are clicking the Windows "Shut down" button then that typically does turn the power supply off. In which case it is not using any power if the power supply fan is off.

Some machines have a BIOS setting that allows you to tell it to power up at a certain time. In that case it will attempt to power up by turning the power supply back on in which case the PSU fan will be running.

Many machines have a front panel button that you can use to power it down whether or not you have turned the machine off via the OS.

You can also power a machine down by turning off the switch at the power supply next to the fan if the PSU has such a switch. In this case the machine's circuitry is physically disconnected from the supply coming from the wall outlet.

You can also disconnect the cord to the power supply from either the PSU or the wall outlet.

With all of that said, the machine will still be using a miniscule amount of electricity from the BIOS backup battery on the motherboard to maintain the info in the BIOS but there isn't sufficent power in the battery to run the machine. That battery is usually removeable but you'll habve to open the case to get to it.

Of course battery powerecd laptops, tablets, and smarft phones are a whole other story so it depends on what kind of computer you are talking about.
