gfx card fan running at full while cold

Hello I build my new system 3-4 months ago. I got a gigabite windforce 770 for it. I card runs great but for some reason the fans have started running at full speed. on MSI afterburner it shows it at over 3700 rpm even though the card runs at 27 deg c. it also ignores speed settings in afterburner I have set it from 17% to 40% and back with no change.

At first it only did it intermittently, spooling up for a few secs then going back down now it stays at full rpm. is there a way to lock the rpm? I don't worry about cooling since I run a very cool system, the card never gets over 40deg c even under heavy gaming

Also there is interermitent rattling/vibration or clicking coming from the middle fan. this only happens when the fan runs at over 3700 rpm.

The rattling is likely coming from a broken fan (check to see it isnt missing a fan blade)
this sounds more like a faulty card.

also gigabyte has their own fan software for the card don't they? try searching for that

as far as with msi afterburner, try setting and applying your own fan curve instead of manually changing the fan speed.
