How to overclock R9 270X (stock fans)?

I kind of asked this question before here:

My GPU is the R9 270X Dual-X which is 1000mhz.

I want to overclock to 1100mhz which people say they gain 10FPS boost in Battlefield 4. The question is it safe? And if yes how do I do it?

I am not an administrator of this computer but I do own the computer. It is just my father assumes control of every piece of software we own but this is my computer and I am allowed to do what I want with it.

Keep in mind I am using stock fans. You can find more about my PC rig on the link provided above.

Ok I might try using MSI Afterburner tonight. Can someone teach me how to use it appropriately?

Because I heard when you increase clock speed you might also need to adjust voltage, I don't know how I'm suppose to do that.
