Second gpu pci not working well?

I just downloaded gpu-z and it's showing that my second gpu PCI express is at x4 1.1, is it normal? because I was taking a look at Crysis 3 low fps thread and someone told that the problem could be here. Is it normal? my first gpu is at x16 1.1.

the card is in the right sçpt, maybe these numbers will change when I run something really insane, by insane i mean crysis 3
