Are my RAM timings wrong?

OK, you're running at 1333, go into BIOS and set freq manually to 1600 and give it a try, if a problem, go back to BIOS and raise DRAM voltage + 0.05

Nevermind, realized after the first boot failure the ram changed back to 1333, so I went back into the bios and changed to to 1600, and upped the voltage by 0.05, and got annother boot failure.

This is the RAM I'm using http://www.kingston.com/datasheets/KHX1600C9D3K2_8G.pdf
I'm using 2 kits of this, so 4x4 sticks
