m2n-e fans start, 1 long beep, and shut down, no post

I have a ASUS M2N-E mother board. Powers-up fans spinning, 1 long beep, fans stop. No post.
What is the problem

most times it be a cap on the board that goes bad first...most newer cpu dont fail a lot..unless there over clocked. if the mb or cpu is under warranty you can try to rma them. a lot of old mb and cpu had 3-5 year warranties on them.
could be a bad video card or ram stick that the motherboard or power supply see as a dead short and the system is shutting down. try removing the gpu and ram see if the beep code changes and the system stays on. if the system beeps and shuts off...try another power supply. then one dimm then the gpu.

I removed the RAID board and the beep stopped, but cpu fan and case fan starts then stops with-out a post. Tried removing the memory sticks, display board, and changed the power supply and have the same, cpu fan and case fan starts then stops with-out a post. I'm assuming the Mother board has failed, or could it be the CPU?

Thanks for your help. I'm checking on the warranty. I checked the capacitors on the MoBo. 1 or 2 of the capacitors have very minor bulgeing. I usually see several capacitors with noticeable bulgeing.
