Raspberry Pi Emulation Machine

I want to buy a Raspberry Pi to turn into an "emulation machine", but I have a question. Should I fear having to download the ROMs? I really want to get into emulation because I don't really have the money for retro gaming. The prices for old game consoles in my area are crazy, and they don't seem to be much cheaper on Amazon and Ebay and there is a plethora of absolutely amazing games for old game consoles. I don't believe I have a VPN, I know my dad does, but I don't believe I do. So should I worry since I don't have a VPN or is emulation really even cared about by the police? I have seen alot of people who are completely open about the fact that they emulate games.

Without a legal license to have and run the ROMs, it's considered software piracy which we do not discuss here at Tom's Hardware.

It's extremely rare to even hear of someone getting a cease and desist letter for downloading ROMs.

I've never gotten any attention for it and have an extensive collection - and though I do have a VPN for, erm, other kinds of downloads, I don't bother with ROMs.

That being said, I'm really not sure the Raspberry Pi has the chops to do anything more than emulate, say, an nintendo DS. If I'm wrong, then that's awesome, but... *(It also, I believe, can't connect to a USB controller, which is a very nice thing for emulation. Again, I could very well be wrong, as I haven't messed with SoCs much, but...)

Yes and no. We're allowed to support questions regarding emulators themselves. This is a question about the legality of an action, not asking how to do it.

My response to it is "It's illegal in the same way that walking around without carrying cash is illegal." *(i.e. very technically, but it's virtually ignored.)
