Which if these builds are best for arma 3?

Can someone tell me which one of these builds are going to be able to make arma 3 and some other games perform at ultra/max with high fps?

If anyway has any other builds that would be better and under $1500 Australian dollars please do share?

Build 2, but only because of the liquid cooler, else they are identical

I don't know much about computers but what's the difference between liquid cooler and the other one?

The liquid cooler uses water because of its thermal properties to absorb heat from the cpu while the air cooler uses the traditional fan and heatsink to disperse and absorb heat. The liquid cooler is only really needed if you want to reach really high overclocks, that's basically it, in a nutshell

If you are going for liquid cooling, make sure you install it properly as you don't want it to leak all over your $1500 dollar pc
