Asus radeon r9 270 black screen after install

I recently bought an asus radeon r9 270 from newegg to put in my Dell xps 8700. I uninstall the nvidia drivers and turn off my computer. Then I install the new card and turn it on. I see the Dell logo then when it goes to switch to the login screen the screen goes black. When this happens I can still see my mouse when I move it but I cannot do anything else. The fans were running and I had everything plugged in correctly. I am also using a dvi-d to connect the card to the monitor.

When I put my old card in (nvidia GT635) everything works fine. I have tired booting into safe mode using the integrated graphics card and downloading the amd drivers which did not do anything. I have made sure the bios is up to date.

windows 8.1
intel i7
8gb ram
1tb harddrive
psu - Seasonic x-series 650w

It could be either a driver issue or a faulty radeon card issue.

In any way, plug in the radeon and go to safe mode with networking, right click on computer --> manage -- > device manager (on the left of the window) and under "display adapters" see if your computer recognizes your radeon card, if it does then try to update from there and/or go to amd website and download the latest driver, if it doesnt recognize your card then go back to where you bought the card and tell them to exchange it or whatever you want to do.

My os is windows 8.1. I am using a Dell 21.5" LED monitor. Yes I do have the 6-pin PCI-E power cable securely connected as the light on the card is green. I tried to change to PCI-E and iGPU and nothing changed.
I have booted into safe mode with networking and my computer does recognize my card. I downloaded the drivers and reset my computer and still the same problem.
I think I am just going to return it.

Yes that is the pc I have. Thanks for all the info. I will start looking into motherboards and maybe even a new case.
