First of all you need to connect to the router using web browser and using http:\\192.168.1.1 or other, if you have router manual address should be described there. Default login and password is admin/admin.
User guide for the router is your help, if it still wont help then probably a call to the ISP service center will be a solution, they tell you what to set up

I don't have knowledge what kind of connection your ISP uses but over ADSL there are different standards like PPPoE or PPPoa also there can be a login/password authentication.
Some of this information could be provided with the agreement papers during the first installation of the Internet if you miss that then for sure a call to the ISP will help.

Do you have a user guide for the router? Connect the router with a PC using LAN cable, if you tried Wifi it wont work since most of the routers are blocking wireless access. I've checked again and DLINK seems to use http:\\192.168.0.1 for its routers.

Oh man you are speaking with no sense:
1) connect PC with the router nothing more using LAN cable, no wifi nothine else.
On the router LAN port LED diode should be flashing so you are connected.
2) Start internet explorer put http://192.168.0.1 there should show up some login page after that you get to menu like that:
http://support.dlink.com/emulators/dir655/121/WAN.html
Its Setup/Internet section in menu.
4) Connect the internet cord.
5) Choose "My Internet Connection is", choose the correct mode for your ISP, if you don't know this, you need to call the ISP care center or whatever its called. If your modem is locked with the MAC adress, write the adress from the bottom of the modem to the MAC cloning section.
5) Done.

On which step you fail?
