what is the best graphics card I can get for my pc?

the power supply supports up to 300w, but I'm thinking about upgrading to 500w.

With the supplied 300W PSU the maximum GPU I'd add is the Radeon 7750 (the fastest graphics card the requires no external power source, I believe).

If you swap out the PSU then the Radeon 270 or Geforce 660 would be good choices.
