All kinds of problems with my new graphics card

Hello all, so today I got this card in the mail:

Basically a AMD HD 7790

To go with it... I bought a 500 watt Corsair PSU.

Got everything installed. Plugged in the 6-pin pci-e connector to the gpu, and when I turned it on, the screen remained black. The door of my case is off, and I can see all the fans working.

When I uplugged the 6-pin connector, and reverted back to using my on-board intel graphics card using my standard vga monitor is worked fine.

After hours of scouring the internet I tried a few things.

1. going into the bios and making the pci-e slot the primary video slot. A NEW problem arises. My bios seems to be very limited. There is NOTHING about a video controller ANYWHERE in the advanced menu.

For reference I have a Dell inspiron 620 (default motherboard).

Motherboard model: MIH61R-MB

My other specs include:

Windows 7 Home 64 bit
6 GB Ram
Intel i5 2320 cpu @ 3.00 ghz

That's not my only problem either. No matter what I do... NO driver will install on my system.

For future reference I am using the correct driver on the AMD site. I have also tried the one that came on my disc. And furthermore, when the Catalyst Control Center finishes and says it installed....

in the c:/program files/amd/blah blah blah (the place where it said it was installing too). Nothing is there! the folder is empty!

Afterwards I check my device manager and my card doesn't show up. It's just the basic Intel HD graphics family.

I have used one of those sweepers to clear away any AMD leftovers before I tried installing again. My system will not install any drivers I need for my video card, let alone the AMD catalyst control center.

To Sum Up.

New 500 watt psu to go with my AMD HD 7790 card.

Screen remains black when the 6-pin connector is connected to the gpu. Computer works fine when it's not actually hooked up.

No option in the bios to make my pci-e slot the primary slot.

Computer will not install the drivers or the AMD Catalyst control center no matter what I try.

Anybody have a suggestion before I send this thing back for a different one?

With win 7 it is not the case.. PSU is enough, remove new VGA, enter BIOS search where to disable Integrated GPU, or something like "init display first", if possible disable, or change, power down, insert new VGA firmly, check if it really fits firmly, connect VGA power. Start PC.

Also as VGA have several outputs try to check every of them, HDMI,DVI-I, first use DVI.

Driver wont' install, until system catches VGA, seems that it can't identify.

Before check BIOS version, try the update from here http://www.dell.com/support/drivers/us/en/19/product/inspiron-620s

I'm just guessing the problem is the Dell branded bios for that mobo, if you don't have any configuration to choose a default graphic card in the bios menu then you are cooked. That DELL BIOS is probably made for integrated GPU's only thats the main problem. There could possibly an option to swap the BIOS from different model which supports that, but finding such will be a pain in the a...

This guy kinda said it all, there was a similar problem witha dell workstation at work, turned out the BIOS wouldnt allow me to swap anything. All options were limited to.
