system performance slow why?

intel DG41RQ mother board and dual core E5200 processor 3 gb ram nvidia card 9600 gt after instal the nvidia card system work slow and also some games working very slow when card remove system work good why?

hmmm...350W? It depends on the components. If you are planning to use only the iGPU, 350W should be enough.
350W is not enough to support dedicated GPU such as R9 270x, etc.
Usually I would ask:
How old is the PSU? From what brand? is it built inside your E5200 rig?

Since from LGA775 to 1155 will be a huge overhaul, I would simply replace the PSU with a new one something from Corsair, Seasonic, BeQuite!, PPC, etc. (any well-known brand), you will need about 500-550W
Ah...1155? you have already? if that is the case try to consider i5 3470, i5 3570k, E3-1230V2 or i7 3770k.
The ones I mentioned before are for 1150.
I would get 1150 rig if you have to buy everything new but if you have already 1155, it is ok, you can use it too.
I see no big difference between 1150 and 1155 in term of performance.
