Would I need to watercool 3 780ti's with the Gigabyte Windforce cooler on them? In a Cosmos II? The mobo in question is the Asus Rampage Black.

I would say if you are going to do that you are going to have to do 2 full loops. 2 video cards on one and one video card, processor, chipset on the other. You are talking about $1500 or so I would say, probably more just for heatsinks, pumps, reservoir's, hoses, connectors and the like.
With multiple graphics cards, the top card or cards will get less airflow.
I think that is particularly true with the fan type aftermarket coolers.
Individually and outside of the case, they do well. Less so mounted in a case.
I might consider EVGA GTX780ti superclock with a titan cooler instead.
The airflow gets directed better out of the case.

This is obviously a no limit top build.
As such, you can certainly consider custom water cooling.
It will be expensive.

I would think there would be diminishing returns from a third GTX780ti.
What are you planning on running?
