have hardware acceleration enabled but games still dont work

i used to have windows XP then i Formatted & updated to windows vista and my laptop was fine, then i Formatted & updated to windows 7 through a CD, since then every game and application on my laptop opens this dialog " this game is running in software rendering mode: Hardware acceleration is either disabled or not supported by your video card driver, which could slow game performance. Make sure you have the latest video card driver installed and that hardware acceleration is turned on." and when i open a game it lags a lot and it starts to not respond, then I saw a tutorial on YouTube and it told me how to enable hardware acceleration but that did not help me what so ever. These are the steps that the video said:

  • Click Start, click Control Panel, and then double-click Display.
    On the Settings tab, click Advanced, and then click the Troubleshoot tab.
    Click change settings, then set the bar to full
If anyone has a solution, Please post it as fast as possible! thanks

this is what i found in system properties:

Windows 7 Home Premium Service Pack 1

Processor: Genuine Intel (R) CPU T2250 @1.73GHz 1.73GHz

Ram: 1.00 gb

System Type: 32-bit operating system

Video Card: ATI Radeon Mobility X1400
 
What laptop do you have and are you sure the graphics driver you are using is certified for Windows 7?

If not, it may not be compatible.

I have a laptop from 2007 that the sound will not work correctly with Windows 7 because there is no certified driver.
