According to my HWmonitor one of my fan is currently at 770 rpm its the Chassis 3 fan which i am assuming its the fan on the top mesh. Where would i go to increase the fan speed?

http://pcpartpicker.com/p/2vLDw is my system using this mobo http://www.newegg.com/Product/Product.aspx?Item=N82E16813131989&clickid=WY91wTX8CweXQ96VDLQO8Ta%3AUkT1-FQvNzdh0I0&iradid=97618&ircid=2106&irpid=79301&nm_mc=AFC-IR&cm_mmc=AFC-IR-_-na-_-na-_-na

When the PC starts up, before Windows loads, you should see a screen where you can press <Del> to enter the UEFI. If you are not familiar with the setting you see, I would suggest not making any changes unless or until you have downloaded and read the manual(s) and/or guide(s) for your board from Asus.
It depends. Confirm what fan you put there; the one you listed can do up to 1200RPM, but many cases come with lower speed fans (typically with a max RPM of 800), so it may be within tolerance for it's max speed.
Otherwise, I believe that mobo comes with Fan Xpert 2, which can be used to configure your fan speeds based on system temperature. If your temps are good, probably the only thing a higher fan speed will do is make more noise.
