Get some compressed air and blow out the PSU and all the other fans inside the computer.

Temporarily remove one of the Titans. That PSU should be more than enough for that load, but what you are describing is consistent with an overload condition. Recheck all your cables and make sure there is no bad connection anywhere.

Probably your power supply is shot! remove cover and check if fans spin, if not check your PSU

forgot to mention that the start and reset button on the motherboard got lights up.

Those lights just mean your mobo is getting +5VSB from the PSU.

try the basics disconnect everything plug one by one and go from there do the CD/DVD tray open up?
