That dell motherboard will not work with anything else but the dell cases designed for it.
Dell used a special circuit board with usb, power, and audio all interated into it and then used their own proprietary connector for it. A normal computer cases just uses a momentary switch and when you press the button it allows the motherboard to see a second of power and that tells it to start.
You're reading something wrong. Sata ports are used to transmit data from hdds, ssds, and dvd-roms, to the cpu of your computer. You want to find the front panel headers and plug your case controls into those.
I was wrong I don't need sata and my mobo is taken from a dell I have so it used wire that has the design of a wire that would connect a USB to the mobo. The pins are not individual like what you think. I wish I had those
