I've had Asus and MSI cards in the past and I've always like Asus better. My MSI card had some weird issues but it could have just been a bad card. EVGA has a 760 as well, and they have a "step up" program where you can upgrade your GPU within 90 days if you decide it wasn't enough power for you.

GTX 770 is much more expensive, not to mention that he would better get the 4gb version for 1440p + resolution.

Your build is reasonable.

At the same price point, you will get comparable performance with either amd or nvidia.

As to your graphics budget, I suggest that for balance, a graphics card should be budgeted at 2x the cpu cost.

If you initially buy a lesser card, that is ok; your cpu will be as good as it gets for a long time, and can run a very much stronger card in the future.

Future graphics cards can be expected to improve the price/performance equation a bit.
The very top end cards will be massively overpriced, at least initially.

Buy what your needs are today, and if those needs change, sell your old card and buy what you need.

I would expect even the strongest cards to be able to run on your 650W psu.

So your saying getting a card like the 760 would be fine now and then selling it later for an upgrade later if I need it would be my best bet. Do you think that nvidia gpu prices will go down after the release of the GTX 800 series or will they stay the same?
