Computer not powering up, Ways to test dead motherboard?

I have an ASROCK Z87 pro3 motherboard that I believe is not working. I am building a computer from scratch, and it will not power on. I have paper clip tested the power supply, and it's fan and a case fan turned on. I tried to jump to the motherboard using the power pins but it did not power on (obviously tried using the button first). I have taken out the motherboard battery and retried all these steps. I do not believe there is an led on the mobo. Cpu was installed with its heatsink and ram is also in the mobo atm. I have looked for anything that might be shorting the motherboard but did not see anything.

Is there anything else I can do to check if the motherboard is dead? Or could any other parts be defective?

Try taking out a single ram stick and booting up with 1 at a time, try both sticks and see if that gets it to boot. Check all connections and re plug everything. Make sure the CPU cooler is properly mounted. Look at the motherboard and see if you can find any blown capacitors. They will be bulging on the top instead of flat like they should be.
