Cooler master hyper tx3 vs 8320 stock

well the tx3 would be better than the stock 8320 cooler and should support 8350 speeds while keeping the cpu cool enough.
I can only get my 3570k to 4ghz before i worry about it getting too hot with my hyper tx3, thats with no voltage increase under full 4 core load and going by intel's recommended t-case temp value, but many say the cpu can take higher temps.
