It is safe. The CPU will self-throttle down to protect itself as necessary.
But it is uncomfortably high, and if the CPU is throttling itself then a better CPU cooler would release some additional performance gains.

I used to get high temps on default settings (no OC) when video rendering. Actually after overclocking I don't break past 60C very much at all anymore. I know it sounds counter-intuitive but sometimes your default settings cause your system to overvolt thus generating more heat than needed. Manually overclocking can both increase performance and decrease temperatures as you system will become more efficient if you spend the time finding the lowest stable Vcore with the highest overclock you can get without raising temps. Also, using an offset for your vcore improves gains.
As bouncedk and 2x4b mentioned, a better cooler can help tremendously. I'm using a Corsair H80i. I chose that over the H100i for aesthetic reasons but I believe that H100i is one of the best closed loop liquid cooling solutions out there and is almost as easy to install as an air cooler. If you're new to overclocking just realize that taking your time and carefully following detailed oc guides for your motherboard and cpu will get you the best results. If you're not very patient it very may will cause you more problems rather than help so choose your approach wisely. Hope this helps!
