New Motherboard (Asus H61M-E) no POST

Hello, just bought a computer in parts and when i assembled it will not POST. Tried almost every other part on another computer and they work (PSU, GPU, RAM, HDD) and now im left with a dilemma. Is the CPU or MoBo faulty? (Cant test the CPU, no friends have the same socket). Is there a way to know which one it is before I try to return them? Thanks for the answer and sorry for any bad english :) 
P.S. Also tried breadboarding step by step, clearing CMOS and nothing helped...

Just asking are you sure all power connection are made?

I am 100% sure that everything is connected, the GPU and CPU fans turn on, the MoBo LED-s light up, but i cannot get it to boot (no warning sounds from the MoBo)

Does the system start and make sound and have any fans turn on and then just no post or is there no action at all? Please be detailed. More info is better than less info. We can filter what's useful or not from there.
