CPU really hot

I was using a program called RealTemp and the results I got are quite concerning. I am no computer expert but for both columns the temperature was 102 C and 97C. That is really hot :\ and I dont think it is supposed to be that way. My CPU is also normally at 70%-100% use in the task manager even when I am doing nothing. Any suggjestions on what I should do? Should I buy a new one and if so what is a good CPU for about $70-$100. ty :)
 
Solution
Remove the heat sink clean off the thermal compound and apply new compound. If it is the stock cooler make sure the plastic clips are not broken and that you lock them all the way down so that it feels solid when you grab it.
