UPDATE: It seems that you can't make the LEDs on the top of the fins to stay still. There are two locations for the LEDs - one at the top of the fins and around somewhere in the middle-lower part of the memory modules. The LEDs on the lower part are the only ones that stays still. If you want to the LEDs on the tracer to be still - they're the ones who should be lit on.

Sadly, yes. The moving LED's speed is based on the activity of your system. I find it quite nice. If you don't like the disco lights inside your rig - you'll be needing to turn those off and leave the LEDs on the bottom to lit up the memory modules. It still has lights - but not on the top of the fins :/
