Safe Overclock for Corsair Vengeance

I'm loooking forward to overclock my 2 8gb Corsair Vengeance RAM memories, but I have two questions:

1-Is it safe? And if so, which program should I use to OC it?
2-Does it make a big difference in games fps?

1. Yes, it's safe. As long as it's within the rated clock of your memory module. You'll be using the BIOS.
2. No. It does not. Unless you're using an APU - which relies on your memory modules for graphics memory bandwidth.
