Two R9 290X. Three cards is just stupid and a waste of money. Performance increment is not simply +100% for every extra card. Its more like +40-60% for the second card and something miserably low for the third. And to run three cards would require so much power and produce so much heat.
Also just in case, make sure your motherboard supports Crossfire and the PSU is 800W or better.
Unless you want to play in high resolutions I reccomend the R9290X, but there is no need to get 3 280x, games barely use 2 gpu's with newest drivers. Try getting like TheMohammadmo said above a gtx 780 or 780ti.

The fewer GPUs you need the better. Less buggy, better utilization of their potential, better support etc.
I'd just make sure to get an aftermarket version of the 290x. Two 290x with stock cooling will produce way too much heat.
ok thank you all, I was aware of 3 way issues I just wanted more input and as for the 780 questions, This is a full amd build and I'm a bit of a fan boy so no nvidia.
