Is it true that if I had 8GB of DDR3 RAM I shouldn't install Win 8/8.1 Starter Edition? Some people say it's not compatible, so I should get the other version.

There is no starter edition for Windows 8 or 8.1, only Windows 7. The most basic version of Windows 8 is Home Basic, and that is not licensed in the US or Europe. If you are outside the US or Europe, you can possibly get Windows 8 Home Basic, but it only comes in 32-bit, which means any memory over ~3.5GB will be unusable.
