Motherboard or cpu bad

I put together a system with the following new components
asus z87m-plus
16 gb of ram gskill sniper f314900cl9d
corsair tx750
When I booted the system for the first time I didn't get a beep and I also couldn't get it to display video dvi vga etc onboard or with a video card.
After troubleshooting I noticed that the fan blade on the power supply wasn't spinning but the internal fans were and I was able to open the dvd drive.
I tested another power supply (corsair cx600) in the system with everything unplugged but the power supply connection to the motherboard, and the cpu connection from the pwr supply to the mb. The fan on that power supply continually would spin. I still didn't get a beep code, and no video. I also noticed that no lights come on on the usb keyboard and mouse.
I reseated the lga1150 is467ok processor several times but no video no beeps.
Do you think the motherboard and or processor is bad?

have you connected 4pin or 8pin atx power connector to your motherboard for cpu(which is above cpu socket)
And try connecting your screen with your motherboard instead of gpu and check results.

Removing all but one stick of ram allowed the computer to boot to the bios with the 600 watt power supply.
I shut it down and plugged in the 750 watt and it booted to the bios but the fan on the power supply does not spin. I was able to start loading Windows 7 on the hard drive with the 750 plugged in but no fan spins on the power supply and the computer didn't beep.
I am thinking the power supply is bad. I have never seen a power supply fan not spin when the power supply is providing power.

High quality power supplies can vary the fan speed based on load and temp so they are silent under light load. The TX750 documentation states "An ultra-quiet double ball-bearing fan delivers excellent airflow at an exceptionally low noise level by varying fan speed in response to temperature". I wouldn't worry about it unless you put the system under load and the fan still doesn't spin.

just take a stress test for your cpu and see if it still doesn't spin? :D
