second monitor not working

So i recently bought 2 brand new dell in2030m monitors. i have connected both of the vga ports to dvi converters and in trun connected those converters to my xfx r9 280x gpu. for some reason the second screen isnt detected, but whenever i unplug the vga cable it says that no vga cable can be detected. the AMD CCC doesnt detect the second monitor either.
full specs:
Mobo:gigabyte z77 ds3h
CPU:i5 3570k
RAM:8Gb corsair vengeance
GPU:xfx r9280x
PSU: pro 850w
any ideas/suggestions?

1 of the DVI ports is DVI-D and will not work with a simple dvi to vga adapter(DVI-D doesn't carry an analog signal like DVI-I does), it requires an active converter. Since the monitor has a DVI port getting a DVI cable would be the cheapest option as a dvi-d to vga converters can get spendy.
