How to change c-states without BIOS

Hi,

I have a Dell precision M4500 workstation with a i5 520m CPU.
I'm having some high pitch noise under the keyboard issues. Basically the solution is to alter the c-states so the voltage wont make that noise anymore.
However in the BIOS I dont have the option to change c-states. Can it be done in windows? In power managment perhaps or is there some kind of software?

So as I understand replacing any component would not make a difference?

I really liked the "Quiet" option in Dell power plan. Laptop was absolutely silent 99% of the day with the exeption of the pitch noise.
Now when I created a new power plan the pitch noise is gone but the fan is spinning at a clearly audible level constantly.

 
Yeah, the new option stops the cpu from entering power saving idle states. Without these it runs warmer and needs the fan to run faster.

I say crank the music and use the quiet profile :)

Alternatively you can see if Dell replaces system boards over this noise or not.

They are actually extremely cooperative in the warranty office. They already did replace the motherboard but it didnt help.

The problem was that the lcd didnt wake up from sleep. And also the LCD made a whining noise at certain brightnesses that is very similar to the noise near cpu. These things got fixed now.

But wouldnt replacing the Processor(i5 520m) help?
 
I can not give you any promise on replacing the cpu, if the power change is just enough, you may get lucky and have the noise reduced or removed, but by the same right, it may do nothing at all.

Again the problem generally comes from coils in the power regulation portion of a device. In this case, I would be the cpu power regulators(those are on the board.).
