I bought a PNY XLR8 GeForce GTX 650 graphics card but I don't know if my motherboard can support at least a 400w PSU for this card.

Here are my specs:
-Intel Core i5 3330 CPU
-Lenovo MAHOBAY motherboard
-8 GB DDR3 Memory
-HDD 1 Terabyte

Solution
400 watts is the bare minimum. Go with a larger PSU and as SR-71 says, make sure you have at least a mid tower case.

BTW, SR-71, I got the opportunity to see an actual SR-71 Blackbird at an air show. It was guarded by Marines with a clear sign "Use of deadly force authorized!"
Motherboards, as long as they have the right connections to the PSU, can support and wattage above the minimum required for the system. If you really wanted to, you could go out and buy a Corsair AX 1200 watt unit and run it with that board.

If your computer has a standard size case, and NOT a small form factor one... (i.e. it can fit a standard ATX type power supply...)

Get something like a Corsair CX600 or CX500...... and your be good to go with that new GPU...

I have found that my case is a top mount for PSUs and I can't fit it on the bottom. So is it ok to have the PSU fan pointing downward on the top? Thank you for the answers by the way.

Yes that will work as long as the exhaust is directed to the outside of the case. The only drawback in this type of setup is that the PSU will be drawing air from inside the case and this air is usually hotter than the air outside the case.
