Blurry monitor problem

My monitor is a Dell Ultrasharp and my graphics card is a Evga GTX 550 Ti. My question is, if I can describe it right. When I scroll down on my monitor, there is a blurry line/small section all the way across the screen as I scroll down, but once stopped is gone. If I scroll slow enough it does not happen. How do I get this to stop, or is my graphics card need replacing. I have started to use Evga Precision to slowly overclock the card, but has not helped at all at this point.

Can you post screen shots? Well if not I bought a new monitor when the old one was till working fine, then 6 weeks into the samsung 24# monitor , text inside excel and all webpages goes blurry without regard to the monitor settings of brightness sharpness contrast or any resolution. Its as if every other letter is clear and the remaining ones are blurry I have tried changing the horizontal size even and have tried all resolutions.
