[Help Needed] PC Not Booting

I was attempting to hook up my speakers today, when all my USBs stopped working (Keyboard/Mouse/etc powered off), so I used the force restart button on my case.

Now, whenever I attempt to start my computer, it will power on for about a second (Lights go on/DVD Drive beeps/etc), and then turn off. It will continue in this loop forever, or at least until I unplug it.

I have checked that all cables are securely attached inside, and now I think it may be a problem with the power supply, but it could also be someone with the motherboard or another part too. I could also upload a video, if someone thinks that that would be helpful.

If starting the board, only CPU and CPU fan connected, is the CPU fan spinning, or still getting the loop?
Can you test the board with a different power supply?

I actually just fixed it. Not sure what was wrong, but moving the ram from slots 1 & 3 to 2 & 4 seems to have fixed it. I'll keep your answer in mind if it happens again though.
