How do you know it's the RAM?

Run memtest to be sure. 8-10 hours to fully test 8GB.

Make sure the RAM is set to the specs of the kit. Voltage, speed and timings should all be whatever the kit specifies.

If it still crashes or memtest detects errors then run a single stick at the time to isolate the bad stick. All Crucial RAM has a lifetime warranty so once you figure out what stick is bad RMA it.

Im in my Bios and I set the RAM to be 1600hz by default. Should I change the Memory Over Voltage to 1?

You should look at the specifications of your exact RAM and set it to those specs in BIOS.

Example only yours may be different check the specs to be sure.
Voltage. 1.5v
Speed. 1600

Timings:
CL or Cas Latency = 9
tRCD = 9
tRP = 9
tRAS = 24
CMD or Command rate = 2T

Whatever your specs are those are the correct places to adjust timings if your RAM says 9-9-9-24 for example.

If you're sure it's ram. On your motherboard, there should be button displaying "RAM" and that should reset your RAM settings to how they're factory set. Hit that and your system will automatically reboot. And if you're sure it's the RAM, then you should be all set. Another thing it's, you should try plugin your RAM sticks on different spots. Keep in mind, they should match the colors marked on the RAM spots on your motherboard.
