Which graphics card should i get?

I was looking at the Asus GTX650-E GeForce GTX 650 2GB PCI-E w/ VGA, DVI, HDMI and the GTX650TI OC GeForce GTX 650 Ti 1GB w/ VGA, Dual DVI, HDMI, or is the a better card within that same price range (150-200).

At $200 the 270 is the best card you'll get. If you want to step it down a notch the 260x is $150. The 660 comes in the middle in price and performance.

So if I picked an amd gpu would I notice that much of a difference between the r7 270 and the asus GTX650TI OC 1 gb

Yes, there will be a noticeable difference between the 2, to the point of where one card can handle a game at high graphics while the other won't.

so if you were to pick a graphics card out between 100 - 200 dollars, which one would you choose?

If I was fine spending up to $200 I would get the 270. It will give you the best experience for the next few years and you should be able to get some money back if you sell it once you need an upgrade.
